The National Electoral Council (CNE) reported in its first bulletin that revolutionary forces obtained victory in 17 states in the regional elections on Sunday, October 15th , , with 95.8% of votes cast and 61.14% participation. The proposal presented by opposition parties, grouped in the self-appointed Bureau of Democratic Unity (MUD), remained with 5 of the governorates. President of the National Electoral Council, Tibisay Lucena, indicated that in the case of the Bolivar state, the trend is not yet irreversible. She also highlighted the level of participation and public spirit of citizens throughout the country, as well as the coordination between the State Powers and the functioning of the electoral system for the development of this process. In a press conference from the National Electoral Council in central Caracas, the high participation of Venezuelans was celebrated, whom she described as "worthy representatives of this country who are exercising our sovereignty as it should be: in peace, in tranquility and democracy through vote. The opposition candidates who won governates are Antonio Barreto in Anzoátegui, Ramón Guevara in Mérida, Alfredo Díaz in Nueva Esparta, Laidy Gómez in Táchira, all of the Acción Democrática Party (AD), and Juan Pablo Guanipa in Zulia of the Primero Justicia Party. After the results were revealed, the President of the Republic, Nicolás Maduro, emphasized the forceful victory of the Bolivarian Revolution from the Palace of Miraflores. "Chavism is alive, it is in the street and it is triumphing. That is the truth and here we are standing," said the president. “What this country wants is, with all its love, to build itself in peace, with all its independence," he said. President Maduro said it was the highest turnout in 15 years - more than 10 million people voted. Maduro also said the Psuv won 54 percent of the total vote. Cuba, Bolivia and Nicaragua, in addition to Honduras, have all sent their congratulations to Venezuela. The Libre party of Honduras posted a congratulatory letter celebrating the victory of Nicolas Maduro ‘s Psuv carrying on Commander Hugo Chavez’s movement. The party expressed their solidarity with chavismo on Twitter. Bolivian President, Evo Morales, posted a tweet which said, "Democracy has won over intervention and conspiracy. The people defended their sovereignty and dignity." 18,094,065 voters came out in the 23 states of the country for these regional elections. This process did not include the Capital District, because it has a different scheme of government, and electors abroad, because it is not a national process. The National Electoral Council authorized 13,559 voting centers, in which 30,274 polling stations were installed. International guests praised the electoral process for its transparency. Warren Smith, yesterday concluded a visit to Washington, D.C. for the 2017 Annual Meetings of the World Bank Group and the International Monetary Fund (IMF). The President, accompanied by Vice-President (Operations), Monica La Bennett, attended high-level meetings, met with key stakeholders in the global development community, and held discussions with leaders from regional governments from October 9 to 15, 2017. During the Meetings, recovery and rehabilitation for hurricane-ravaged Caribbean nations emerged as a key theme. The President, who has reaffirmed the Bank’s support to help the affected countries rebuild more resiliently, participated, along with the Vice-President, in the Small States Forum 2017, a high-level session that brought together Finance Ministers and Central Bank Governors from 50 small states to discuss the most pressing challenges they face. During the Forum, held on October 14, the group discussed de-risking, the Region’s vulnerability to climate variability and change, and the blue economy. In addition, Smith spoke at the United Kingdom / World Bank High Level Caribbean Roundtable on Disaster Recovery on October 13. “The 2017 hurricane season has been one of the most destructive in recent Caribbean history. It is a stark reminder of the reality of climate change, and the dangers inherent in a ‘business as usual’ approach to reconstruction,” Smith said. “CDB stands ready to work with all of our development partners to return the affected countries to a sense of normalcy; to make them more resilient; and help them to ‘build back better’,” he added. While in Washington, the President and Vice-President (Operations) also attended a meeting of the development partners of the Government of Haiti, convened by the IMF, during which CDB signalled its intention to continue its engagement in Haiti to support sustainable, inclusive growth and poverty reduction in the country. The CDB delegation also met with Inter-American Development Bank President, Luis Alberto Moreno; IMF Managing Director, Christine Lagarde; and World Bank Country Director for Caribbean countries, Tahseen Sayed. In addition, they held discussions with the Prime Minister of Belize, Rt. Hon. Dean Barrow; Ministers of Finance of The Bahamas and Haiti; and with the Chairman and Chief Executive Officer of both the CCRIF SPC (formerly the Caribbean Catastrophe Risk Insurance Facility) and the CARICOM Development Fund. The CDB delegation’s discussions focused on strengthening partnerships with international financial institutions and donor agencies; continuing engagement with its Borrowing Member Countries to meet their national development priorities; and looking at new and different ways to better respond to natural disasters that affect the Region. The Annual Meetings of the World Bank Group and the IMF bring together the global development community, central bankers, ministers of finance and development, parliamentarians, private sector executives, representatives from civil society organizations and academics to discuss issues of global concern.
