On October 13, 2016, the Board of Directors of the Caribbean Development Bank (CDB) approved an additional loan of USD3 mn to the Government of Dominica, to support the development of a reliable potable water supply for persons within the Water Area-1 (WA-1) network in that country. WA-1 is the most important water system in Dominica, serving approximately 36 percent of the population.
CDB had previously approved a loan to Dominica in 2012, to upgrade its water supply systems. This additional loan will assist in integrating climate-change resiliency in the design of the Project, drawing on lessons learnt by the passage of Tropical Storm Erika in 2015. “Tropical Storm Erika caused extensive damage to the water and sewage system in Dominica. It also led to the need to look at the existing infrastructure in that country, and reinforced the need for climate change resilience to be built into design standards and specifications. This loan supports the revisions needed to ensure that Dominica’s water supply system is less susceptible to natural disasters,” said Daniel Best, Director of Projects, CDB. When completed, it is expected that approximately 25,000 people will benefit from the project. The majority will be in the capital, Roseau, in the parish of St. George, with the remainder spread across the western sections of St. Paul and St. Joseph and the entire parish of St. Luke. St. George had the largest number of affected communities as a result of Erika. It also encompasses the country’s main health care, residential, commercial and industrial centers. The Project is expected to be completed in 2018. It is being executed by the Dominica Water and Sewerage Company (DOWASCO). "On the 20th to 23rd October the Titans Aquatic International swim meet was held at the Barbados Aquatic Centre. A total of ten Black Sands Swim Squad swimmers competed at the event which hosted many other highly competitive swimmers from throughout the region. Black Sands swimmers brought back a total of twenty two medals over the three day highly competitive event, with Youngster Alex Joachim leading the way by winning himself eleven of the twenty two medals. Alex swam himself to top spot winning gold in the boys 11 – 12yrs 100 meters backstroke in a time of 1 minute 11.18 seconds, smashing his personal best time by over eleven and a half seconds. He went on to swim amazingly well in his other events by winning five silver and five bronze medals and in doing so achieved many other personal best times. Younger sister Jamie Joachim joined her older brother on the medal podium, proudly winning one silver and one bronze medal and also achieving personal best times. Shane Cadogan brought home six of the medals to SVG. Cadogan won gold in the 50 free in a time of 26.14 seconds and went on to swim himself to an additional two silver and three bronze medals. Tia Gun-Munro and Mya Defreitas battled hard in the girls 9-10 years age group with Tia winning one bronze medal in the 50meter Breaststroke and Mya winning two bronze medals, one in the 50m Fly and one in the 200m freestyle. Both girls medalled with personal best times as well as achieving personal bests in their other events. Paige Cadogan, Alex Cyrus, Cruz Halbich, Kyle John and Aaron Defreitas also competed as part of the Black Sands Swim squad and were competitive in all of the events which they competed in. The Black Sands Swim Squad proved highly competitive swimming throughout the competition as well as conducting themselves in a professional manner. Coach Kyle Dougan commented how proud he was of the performance given by the squad and was pleased to see that continued training and dedication to the sport was paying dividends with so many podium finishes as well as personal bests. He also commented on the significance of Alex Joachim’s swimming times, stating that Alex’s times place him in the top 5.7% of the boys in the 12year age group within the whole of the United States of America. A great indication of the high standard of swimming coming out of St Vincent and the Grenadines" The Milton Cato Memorial Hospital is the recipient of 200 sheets and 100 pillow cases compliments SVG’s High Commission in London, His Excellency Cenio Lewis, and President of the New London Association for Vincentians, Denzil Winsborough. The API in a release says that these resources were handed over to the hospital on Thursday by Minister of Foreign Affairs and Deputy Prime Minister, Sir Louis Straker. Sir Louis Straker noted that he has been soliciting equipment and supplies for the Milton Cato Memorial Hospital from the High Commissioner in London, His Excellency Cenio Lewis. He said that His Excellency Cenio Lewis made contact with the President of the New London Association for Vincentians, Denzil Winsborough who was able to accumulate the 200 sheets and 100 pillow cases for the hospital. Straker noted that his Excellency Cenio Lewis assured him that this is not the end of assistance for the hospital as the Redding Association of Vincentians has pledged to donate 200 sheets and 100 pillow cases to the hospital before year end. In her remarks, Hospital Administrator, Sister Grace Walters expressed gratitude to Sir Louis Straker for facilitating the donation of these much-needed resources to the hospital. “We are extremely grateful to His Excellency Cenio Lewis and President of the New London Association for Vincentians for making the sacrifice and being so considerate in knowing that these things are always needed at the hospital and going out of their way to work so hard in order to have them for the comfort of the patients at the hospital” In her remarks, Sister Walters, Hospital Administrator, expressed gratitude to Sir Louis Straker for facilitating the donation of these much needed resources to the hospital. Sister Walters said, “When we see linens at the hospital, those of us who are in administration, it is like a child opening presents on Christmas morning because we can never have too much linens.” She also noted that in a hospital one patient may use up to five linens in a period of four hours, therefore linens are never too much to be donated to a hospital. The items were handed over to the hospital on Thursday by Sir Louis Straker, Minister of Foreign Affairs and Deputy Prime Minister. In keeping with its renewed mandate to widen its scope of operations the SVG National Red Cross Society has undertaken the implementation of a climate change project. The project being “Reducing the Impacts to Climate Change Hazards in Vulnerable Communities in St. Vincent and the Grenadines,” is funded by UNDP, under the small grants programme.
The project will be piloted in five communities: Spring Village (Georgetown), Vermont, Buccament, Sharps (Chateaubelair) and South Rivers. These communities were selected based on assessment following the 2013 Christmas Eve floods, that rendered them most vulnerable. The objectives of the pilot project include the following:

The Milton Cato Memorial Hospital (MCMH) according to a local radio station was on locked down on Tuesday evening with reports stating that an individual or individuals reportedly went to the hospital to 'finish off' Mozart Lee, who was shot last Friday at his home by unknown gunman. In the process, Lee's 10-month-old son, was shot twice in the chest and later died. It is uncertain if any arrests were made or if anyone was seen with weapons at the hospital, but the police were called in and persons were prevented from entering the MCMH. At around 6.45 p.m. on Friday, October 7 at Glen, technician Mozart Lee, 37, was installing a speaker in a vehicle belonging to Monty Hillocks of Belmont, when a gunman opened fire, striking Mozart in the upper chest just below his neck. TWO CHARGED WITH MURDER OF BABYMartin James and Ricardo McFee have been jointly charged with the murder of 10-month-old Mozari Lee and the attempted murder of the baby's parents Mozart Lee and Shelly-Ann Durham at Glen last Friday. Police released the information this morning at 10am. On Saturday, the police Preliminary reports state the group was at the elder Lee’s shop when they were attacked by unknown assailant(s). As the sound of bullets rang out they took cover, but not before Mozart Lee was shot in the upper chest and his girlfriend, Durham, in both arms. Their baby, Ozari, received gunshot wounds to both the left and right side of his chest. He succumbed to his injuries at 7:50p.m the same night at the Milton Cato Memorial Hospital. On May 9th 2016, Ricardo McFee appeared in court on gun and ammunition charges where he was remanded to Her Majesty’s Prison for his own protection after he reported to the police that his life is in endangered and he has been on the run since 2007. Ricardo McFee, pleaded not guilty to the two charges which Chief Magistrate Rechanne Browne-Matthias read to him in the Serious Offenses Court. He was accused of the unlawful possession of a firearm and fifty rounds of ammunition - The offenses were allegedly committed on May 4. Police allegedly seized a .380 Glock Pistol and 50 rounds of .380 ammunition from him in Kingstown MINISTER GONSALVES CALLS FOR WITNESSES TO COME FORWARDParliamentary Representative for East St. George, Camillio Gonsalves is calling on persons with information regarding the shooting death of the 10-months-old baby, Ozari Lee, to come forward. Minister Gonsalves said on his Facebook page that he is refusing to believe that nobody said anything with the shooting that took place in the early evening hours, a time when people are out and about. Gonsalves stressed that a child is dead, and while he understands that no one wants to be an informer, he is calling for anyone with information to come forward. According to the National Hurricane Center. the tropical wave extends from 15North — 46West to 8North — 52West. The system is moving west- Northwest at near 15 kt over the past 24 hours. The Wave is moving through an area between two upper ridges enhancing scattered moderate to strong convection within 180 nm south-east of the wave axis. within 270 nm north-west of the wave axis south of 15North. and within 60/75 nm of a line from 16North — 38West to 2North — 45West. The National Emergency management Organisation (NEMO) here in SVG said that this afternoon (4th October) forecast: Synopsis: The leading edge of a tropical wave is approaching the islands. Forecast: Fair at first becoming increasing cloudy with some scattered showers towards the evening. A westward moving tropical wave located east of the island chain is expected to affect the islands tomorrow into Thursday producing an increase in shower activity. Residents and motorists are advised to be vigilant during the passage of this system. On Friday 22nd September 2016, the government of St. Vincent and the Grenadines expressed solidarity with Taiwan, and expressed support for Taiwan’s participation in the United Nations.
On Friday 28th September 2016 however, Taiwan said it has taken note of the deafening silence on the part of some of its Caribbean and Latin American diplomatic allies at the United Nations regarding its open bid to play a higher role in international affairs. According to Caribbean news now, this was observed by Taiwanese media observing the proceedings at the UN headquarters in New York, where, up to Saturday, only two of Taiwan’s 22 diplomatic allies around the world expressed their open support for Taiwan to be allowed access to international bodies, including UN agencies. Taiwan had approached its diplomatic allies – half of which are in the Caribbean and Latin America – to support its bid to attend the 2016 Assembly of the International Civil Aviation Organization (ICAO), which opened on Tuesday at the ICAO headquarters in Montreal. But apart from that bid – which has been stalled by Beijing – Taiwan has also always sought continuous support from its allies for participation in international bodies like the World Health organization (WHO), the UN Convention on Climate Change and other humanitarian and non-political world bodies. However, while most of its allies do pledge quiet support to Taiwan every year, few have publicly declared that support during their annual addresses and statements to the UN General Assembly, where mainland China has sole diplomatic recognition. This year has been no different. Only two of Taiwan’s Caribbean diplomatic allies, St Vincent and the Grenadines and St Kitts and Nevis, spoke in support of Taiwan’s participation in the international community, during the marathon Saturday, September 24 session. Half of its 22 allies had already spoken-up for Taiwan during the General Assembly’s General Debate halfway through on Saturday: Nauru, Kiribati, the Marshall Islands, Paraguay, Haiti, Nicaragua, the Solomon Islands, Swaziland, St Vincent and the Grenadines, Tuvalu, and St Kitts and Nevis. But even by then, press observers in Taiwan had noted that only two of its four Caribbean Community (CARICOM) allies had spoken in its favour, with one opting to remain silent – and at least six of its other regional allies in Latin America having also remained silent, or had not yet spoken. During the general debate on Saturday, Dr Timothy Harris, prime minister of St Kitts and Nevis, was the only Caribbean leader to express support (on that day) for Taiwan’s participation in international bodies, including the United Nations. Swaziland Prime Minister Barnabas Sibusiso Dlamini also addressed the assembly that day and said the 23 million of the Republic of China (Taiwan) “should have the same fundamental rights as other people” On Friday 22nd September, SVG's Prime Minister Dr. Ralph Gonsalves said that “we must recognize Taiwan’s exemplary global leadership and citizenship and commitment to development worldwide.” |
